The application period opens Tuesday, January 19th, 2021

Assistance Offered:

City of Dearborn Block Grant- Coronavirus Subsistence Program (CDBG-CV) was designed to keep Dearborn residents who fell behind with their housing and utility payment due to COVID-19 from the danger of eviction/displacement and/or utility shutoff prevention.

Eligible Subsistence Payment Services: 

  • Housing payment to include Rent, Mortgage, Land Contract. Payment toward mortgage foreclosure is not allowed

  • Utilities: Electric, Heat, Water

All Payments are made directly to the vendor/ Service Provider. Payments ARE NOT made directly to the client.  

Eligibility requirements: 

  • Must be a Dearborn Resident

  • Must Prove Household Income was affected directly by COVID-19

  • Must be at risk of getting evicted for unpaid housing payment (Rent, Mortgage, Land contract)

  • Must be at risk of service delinquency/or shut-off (Electric, Heating, Water)

  • Must be a low/moderate-income person or household

  • Must have gross household up to 80% area median income (AMI)

Please note the following:

  • Eligibility cannot be determined until you provide all required documentation

  • Submission does not guarantee assistance

  • The application must be completed, E-signed, and dated

  • Complete all sections and declarations where applicable

  • Include all supportive documents as listed in the attached checklist

  • All terms and conditions of the City of Dearborn’s CDBG-CV Subsistence Program are subject to modification without notice.

Please gather the following information prior to completing the application:

  • Identification (All that apply)

    • Applicant’s Driver’s License or State ID (Must Match address on the lease, mortgage, utility bill)

    • Driver’s License or State ID for all adults (18 and older) in the home OR Green Cards, Passports, or any legal forms

    • Birth Certificate for anyone under 18 years old OR Green Cards, Passports, or any legal forms

    • Copy of Social Security Card for all household members

  • Benefits (All that apply)

    • Most Recent Letter from the Michigan Department of Health and Human Services (MDHHS): ALL PAGES MUST BE INCLUDED 

    • Proof of Food Stamps (SNAP), Cash Assistance (TANF), SDA, Medicaid, and childcare benefits. ALL PAGES MUST BE INCLUDED 

    • Social Security Income Benefit (SSI), RSDI or SSA Benefit Letter

    • Proof of Water Residential Assistance Program (WRAP), Michigan Energy Assistance Program (MEAP), HUD assistance

    • Current Pension Letter (Military Benefits)

  • Rent

    • Most updated lease agreement (all pages) (Required)

    • Late Rent Notice: Notice to Quit, OR Demand for Possession Notice, OR Court Summons/ Judgment.

  • Mortgage

    • Mortgage Statement/Delinquency Notice

  • Land Contract

    • Copy of the original land contract

    • Past due statement from the mortgage holder/seller

  • Utility

    • Current or past due bills

    • Shut off notice if in arrears

      Bills must be in the name of a household member

  • Income (Entire Household)

    • Employed

      • All check stubs for the last 30 days OR Employment letter signed by employer confirming current employment or salary (must be on employer letterhead)

    • Unemployed

      • Unemployment Insurance Agency (UIA) monetary determination letter or Certification from UIA website OR

      • If NO INCOME, please complete the verification of no income section
